Civilian volunteers and outside program representatives may request entry into a Custody Division facility for the general purpose of conducting group instruction, programs, and interviews.
There are two security clearance levels of entry:
- Inside Security; with access to classrooms or the chapel.
- Outside Security; with access to the attorney room.
All individuals/entities requesting access to inmates as either a civilian volunteer or an outside program representative shall apply to the Office of Religious and Volunteer Services at least four (4) weeks prior to their first anticipated visit.
They shall meet the following criteria;
- Has not been incarcerated in any federal prison, state prison, or county jail within the last 5 years.
- Has not been convicted of murder.
- Has not been convicted of a sex crime.
- Has not been convicted of a weapons law violation.
- Has not been convicted of felonious assault or spousal abuse.
- Has not been convicted of bringing a controlled substance into a federal prison, state prison, or county jail.
- Has not been convicted of possession of a controlled substance for sale.
- Has not used any controlled substance without a physician's authorization within the last 5 years.
- Is not currently on probation or parole.
- Is not currently under psychiatric care.
- Does not have a relative in a Los Angeles County jail facility.
- Other exclusions may be made by the unit commander for reasons which are confidential or unique.
- Exceptions may be granted by the Custody Division Chief.
The Office of Religious and Volunteer Services shall make available individual entry applications, and is responsible for their review and approval. Religious/professional organizations shall submit an entry request letter which delineates the purpose of the organization, the scope of the proposed program, and/or the nature of their business. A comprehensive monthly list of approved applicants shall be published and disbursed to all facilities.
Civilian volunteers with approved applications shall be allowed entry into the facility of application for scheduled meetings only. All volunteers must be escorted by the facility chaplain or program director of the organization. Facility chaplains shall be allowed to enter on a daily basis, or as needed to perform their duties as chaplains.
All civilian volunteers entering Custody Division facilities are subject to a search as stated in the signed application.
